A new chapter is unfolding for countries in Southeast Asia as they begin to slowly lift lockdown restrictions and reopen their businesses and social activities to restart their economies. Municipalities, governments, businesses and academic institutions are debating their timelines, processes and plans on how to reopen while ensuring that they have the health infrastructure in place to safely carry this out.
The need to find a balance between flattening the curve and the economy has proven to be challenging. And as organizations look to get back on track without causing additional waves of COVID-19 outbreaks, often discussed as part of the process is contact tracing.
Contact tracing is not a new technology. It is one of the oldest public health tactics, dating back centuries and has been recognized as one of the best tools to manage a pandemic in an ongoing way. The process involves building a “spider web” of information after identifying infected individuals in a community. Traditionally, the contact tracing process has been very time and resource intensive. But that has changed with the advent of technology.
A Global Effort to Save Lives & Bring Back Economic Growth
Speed is critical in the race to track and trace individuals. More than ever, contract tracing technology has proven to be a highly effective tool to maintain full visibility of the spread of the outbreak and break the chain of transmission in real-time. In our reality where every additional second spent could cause a spike in numbers, a tech-driven approach to contact tracing is much more successful in curbing the spread and in enabling citizens with the freedom to conduct their day-to-day activities, compared to the traditional, manual alternative of notifying and interviewing contacts one-by-one.
In the United Kingdom, VMware partnered with the National Health Service (NHS) to develop a contact tracing application that could be rapidly deployed to save the most lives possible while respecting the personal privacy of individuals. Within a few weeks, a newly developed application was created to support the NHS’s contact tracing and testing efforts, designed to alert people who were exposed, so they could quickly take action to protect themselves and their circle of friends and family.
Navigating the privacy minefield of contact tracing apps
The rise of contact tracing apps has been mirrored by an increase in concerns about personal privacy. These concerns are justified, especially at a time where data has been increasingly exploited by cybercriminals in Asia Pacific, driven by the growing use of online devices and interest in cryptocurrencies.
Data protection is a collective responsibility, everybody has a role to play to ensure that the highest standards for security and data protection are maintained. Logging how, where and when people meet is a sensitive subject in any society. Contact tracing tools must be ethically developed and used. These applications must also comply with the laws of the land and developed with a full understanding of how pathogens travel and how communities become infected. When used correctly, this technology can be one of the key tools in mitigating the resurgence of disease.
Using technology as a force for good
Contact tracing applications are playing an important role in businesses, academic institutions and other organizations as they grapple with the right way to bring employees, students and workers back to offices, schools and other physical locations. หลังจากที่หลายประเทศในภูมิภาคเอเชียตะวันออกเฉียงใต้เริ่มประกาศคลายล็อคดาวน์ และกลับมาเปิดดำเนินกิจกรรมทางธุรกิจและใช้ชีวิตตามปกติโดยหวังจะฟื้นฟูเศรษฐกิจให้กลับมา แต่ยังคงเป็นประเด็นถกเถียงกันในส่วนของภาครัฐบาล ภาคธุรกิจ และภาคการศึกษาในเรื่องของระยะเวลา กระบวนการ และแผนปฏิบัติหลังจากกลับมาเปิดดำเนินธุรกิจตามปกติ ทั้งนี้เพื่อความมั่นใจว่าโครงสร้างพื้นฐานทางสาธารณสุขพร้อมรองรับการกลับมาทำกิจกรรมตามปกติได้อย่างปลอดภัย
นับเป็นความท้าทายอย่างมากในห้วงเวลานี้ ที่จำเป็นจะต้องหาจุดสมดุลระหว่างการลดจำนวนผู้ติดเชื้อไปพร้อมกับการฟื้นฟูเศรษฐกิจไปด้วย โดยที่องค์กรต่าง ๆ จะต้องกลับมาดำเนินธุรกิจต่อได้โดยไม่ก่อให้เกิดการระบาดของ COVID-19 ระลอกใหม่ขึ้น ควบคู่ไปกับการมีกระบวนการติดตามผู้ส้มผัสเชื้อ (Contact tracing)
กระบวนการติดตามผู้ส้มผัสเชื้อไม่ใช่เรื่องใหม่ แต่เป็นหนึ่งในแนวทางด้านสาธารณสุขที่เก่าแก่ที่สุดย้อนหลังไปหลายศตวรรษและได้รับการยอมรับว่าเป็นหนึ่งในเครื่องมือที่ดีที่สุดในการจัดการการแพร่ระบาดได้เป็นอย่างดีกระบวนการนี้จะอาศัยหลักการทำงานแบบ “Spider Web” โดยจะเชื่อมการติดต่อหลังจากระบุตัวบุคคลที่ติดเชื้อได้ ซึ่งในอดีตวิธีการติดตามผู้ส้มผัสเชื้อเป็นเรื่องยุ่งยาก ใช้เวลาและทรัพยากรสูง อย่างไรก็ดีวิวัฒนาการของเทคโนโลยีช่วยให้รูปแบบการติดตามผู้สัมผัสเชื้อเปลี่ยนแปลงและพัฒนาไปตามสถานการณ์
ทั่วโลกพยายามที่จะรักษาชีวิตและฟื้นฟูเศรษฐกิจให้ฟื้นคืนกลับมาอีกครั้ง
“ความเร็ว” เป็นสิ่งสำคัญในการติดตามและแกะรอยบุคคล ซึ่งเทคโนโลยีในการติดตามผู้สัมผัสเชื้อได้พิสูจน์แล้วว่าเป็นเครื่องมือที่มีประสิทธิภาพสูงในการยับยั้งการแพร่กระจายได้แบบเรียลไทม์ ในความเป็นจริงแล้ว ทุก ๆ วินาทีที่เราทำกิจกรรมในชีวิตประจำวันสามารถเพิ่มการแพร่ระบาดอย่างรวดเร็วได้ แต่ด้วยเทคโนโลยีทำให้สามารถการยับยั้งการแพร่กระจายของเชื้อไวรัสได้เป็นอย่างดี และช่วยให้พลเมืองมีอิสระในการทำกิจกรรมประจำวันเมื่อเทียบกับวิธีการจัดการแบบเก่าที่ใช้ระบบแมนนวล เช่น การส่งเอกสารแจ้งเตือน หรือสัมภาษณ์ผู้ติดเชื้อเพื่อเก็บข้อมูลการมีปฏิสัมพันธ์ของบุคคลแวดล้อมและสถานที่ต่าง ๆ ที่ผู้ติดเชื้อเดินทางไป
ในสหราชอาณาจักรฯ วีเอ็มแวร์ได้ร่วมมือกับ National Health Service (NHS) เพื่อพัฒนาแอปพลิเคชันในการติดตามผู้สัมผัสเชื้อที่สามารถนำไปใช้งานได้อย่างรวดเร็ว เพื่อช่วยชีวิตคนส่วนใหญ่เท่าที่จะเป็นไปได้โดยไม่ละเมิดความเป็นส่วนตัว ภายในไม่กี่สัปดาห์แอปพลิเคชันที่พัฒนาขึ้นใหม่เพื่อสนับสนุนความพยายามในการติดตามผู้สัมผัสเชื้อของ NHS และได้ทำการทดสอบ โดยได้ออกแบบมาเพื่อแจ้งเตือนประชาชนที่เป็นกลุ่มเสี่ยงให้เขาสามารถป้องกันตนเอง กลุ่มเพื่อนและครอบครัวได้อย่างทันท่วงที

การเพิ่มขึ้นของรายชื่อในแอปติดตามผู้สัมผัสเชื้อ ทำให้เกิดความกังวลเกี่ยวกับความเป็นส่วนตัวมากยิ่งขึ้น ความกังวลเหล่านี้จะกลายเป็นสิ่งที่สมเหตุสมผลขึ้นมาทันที เมื่ออาชญากรไซเบอร์ในแถบเอเชียแปซิฟิกเอาข้อมูลเหล่านี้ไปใช้ประโยชน์มากขื้นเรื่อย ๆ โดยมีแรงขับมาจากการใช้งานที่เพิ่มขึ้นของอุปกรณ์ออนไลน์และความสนใจในสกุลเงินดิจิทัลที่เพิ่มขึ้น
การปกป้องข้อมูลเป็นความรับผิดชอบร่วมกัน ทุกคนมีหน้าที่ที่ต้องทำให้แน่ใจว่าข้อมูลได้รับการปกป้องและดูแลตามมาตรฐานสูงสุดด้านความปลอดภัย การติดตามว่าใครทำอะไร ที่ไหน เมื่อใด นับเป็นเรื่องละเอียดอ่อนในสังคม เครื่องมือติดตามผู้ส้มผัสเชื้อจำเป็นต้องได้รับการพัฒนาและนำไปใช้อย่างมีจริยธรรม แอปพลิเคชันเหล่านี้จะต้องได้รับการควบคุมภายใต้กฎหมายของแต่ละประเทศและได้รับการพัฒนาด้วยความเข้าใจอย่างถ่องแท้ว่าเชื้อโรคแพร่กระจายได้อย่างไร และชุมชนติดเชื้อได้อย่างไร เมื่อนำไปใช้อย่างถูกต้องเทคโนโลยีนี้อาจเป็นหนึ่งในเครื่องมือสำคัญในการบรรเทาและลดการแพร่ระบาดของโรคได้ในที่สุด
ใช้เทคโนโลยีพัฒนาคุณภาพชีวิตและเศรษฐกิจ
แอปพลิเคชันติดตามผู้สัมผัสเชื้อได้เข้ามามีบทบาทสำคัญในองค์กรธุรกิจ สถาบันการศึกษา และองค์กรอื่น ๆ เนื่องจากพวกเขาต้องเตรียมความพร้อมให้กับพนักงาน นักเรียน และคนงาน ให้สามารถกลับเข้ามาทำงานและเรียนได้ตามปกติ อย่างไรก็ดีองค์กรต่าง ๆ ยังคงเผชิญกับความท้าทายในการเพิ่มประสิทธิภาพการทำงานของพนักงานในขณะที่ต้องรักษาสมดุลของความปลอดภัยด้วย จึงต้องวางแผนที่จะสามารถดำเนินงานได้ตามปกติ โดยมุ่งให้ทำงานในรูปแบบวิถีใหม่ ด้วยการนำเทคโนโลยีใหม่ ๆ เข้ามาช่วย อย่างระบบดิจิทัลเวิร์คสเปซที่สามารถรองรับการทำงานแบบโมบิลิตี้ในระดับองค์กรได้ดียิ่งขึ้น และสร้างให้เกิดประสิทธิภาพการทำงานของพนักงานในระยะยาว
ถึงแม้เราอาจต้องเจอกับการระบาดในขั้นต่อไป แต่เราก็มีความภูมิใจเป็นอย่างยิ่งที่ได้สนับสนุนลูกค้าของเรา เพื่อให้เขาสามารถนำเสนอบริการที่จำเป็นแก่คนทั่วโลก เราหวังว่าจะได้ทำงานอย่างต่อเนื่องเพื่อช่วยภาครัฐและองค์กรต่าง ๆ ให้สามารถฟื้นฟูสภาพเศรษฐกิจจนกลับมาเติบโตได้อีกครั้งในรูปแบบที่ปลอดภัยต่อการดำรงชีพ ในความเป็นจริงพวกเราทุกคนรับรู้ได้ และทราบว่าควรมุ่งเน้นไปที่การนำเทคโนโลยีมาใช้ในด้านที่สร้างสรรค์เพื่อให้เกิดสิ่งที่ดียิ่งขึ้นให้กับโลกของเรา
